As of January 15, all employers of foreign workers must manage their workers’ health checks and visa with reference applications online. – The Malaysian Insider file pic, January 17, 2015.The ruling effective last Friday that employers of foreign workers must apply for their visa with reference (VDR) online through a website managed by private IT firm Bestinet Sdn Bhd has sparked fears among PKR lawmakers that Malaysia's national security is at risk.The website, Foreign Workers Centralised Management System (FWCMS), will also handle applications for foreign worker quotas, their electronic temporary working permits (ePLKS), medical test results and insurance, among others, they said."We are worried that the information in the system is related to border control and immigration. Those are sensitive information that could threaten the security and sovereignty of the country," said Sungai Petani MP Datuk Abdul Johari Abdul and Semambu assemblyman Lee Chean Chung in a statement today.They added that the new system was "another monopoly" on the management of foreign workers, comparing it to the contract awarded to MyEG Services Bhd to handle an online system for foreign workers' permit renewal."Surely this comprehensive system involves huge costs to develop it. A private firm would not be able to offer such services freely," they said.They urged Home Minister Datuk Seri Ahmad Zahid Hamidi to explain why the project was awarded to Bestinet, and the necessity of outsourcing it to a private firm.They also demanded that he reveal the cost of the contract, whether it was awarded through open tender, and how much the government was paying for Bestinet's services.A check on the FWCMS website confirmed that as of January 15, all employers must manage their workers' health checks and VDR applications online.It described itself as a "holistic end-to-end solution developed to recruit, manage and monitor migrant workers in Malaysia" through an "online integrated system linking the various stakeholders together".On Bestinet's website, the firm said FWCMS was its "flagship solution developed exclusively for governments of countries that recruit large numbers of migrant workers with modules that can be tailored to the needs of governments or countries".A VDR is a visa issued by the Malaysian Representative Office abroad to a non-citizen to enable individuals to enter Malaysia after the visa is approved by the Immigration Department Headquarters. – January 17, 2015.
